The New Jersey Board of Public Utilities (NJBPU) has implemented a program called the Summer Termination Program to prevent discontinuation of water, sewer, and electric services from June 15th through August 31st for eligible residential customers. Services can not be disconnected during this period for eligible customers (See protected category list below).
Who is eligible?
- Recipients of benefits under the Lifeline Credit Program.
- Recipients of benefits under the Federal Home Energy Assistance Program (HEAP) or certified as eligible therefore under standards set by the New Jersey Department of Human Services.
- Recipients of Temporary Assistance to Needy Families (TANF).
- Recipients of Federal Supplemental Security Income (SSI).
- Recipients of Pharmaceutical Assistance to the Aged and Disable (PAAD).
- Recipients of General Assistance (GA) benefits.
- Recipients of the Universal Service Fund (USF).
- Applicants of any State, Local or utility program that provides assistance or discontinued rates to help eligible customers pay wastewater or water bills.
- Persons unable to pay their utility bills because of circumstances beyond their control.
- Eligible customers must contact the Collections Department at 1-855-862-6076 to self-certify. Customers will be required to establish either a budget plan or payment plan with a down payment.
Your service will not be discontinued if you can show the utility that you are making a good faith effort to pay. If you fall too far behind on your monthly payments during the Summer, your water service will be discontinued after August 31st or later if weather conditions require extension of the protection program. Customers who have the ability to make a good faith payment but refuse to do so shall be referred to the Board of Public Utilities (NJBPU) for a determination.
If your utility determines you are not making a good faith effort and they notify you that they will discontinue service, negotiate with them again. If you and the utility cannot agree, the utility shall refer the dispute to the Board of Public Utilities for determination. You may also contact the Board of Public Utilities at 1-609-341-9188 or toll fee (in New Jersey) 1-800-624-0241.
